CHCC HOUSING APPLICATION
The application for the CHCC development of 258 senior housing units spanning 19 acres in Wyckoff and Hawthorne was recently deemed complete by the Wyckoff Zoning Board of Adjustment. Wyckoff Zoning Board will hear the application and potentially grant approval prior to the Hawthorne hearings.

Re-zoning approval is necessary because the project is located in a zone designated for single-family housing and includes a bank, multifamily units and retail space. The building footprint is proposed to be 181,523 square feet and will cover about half of the currently wooded hillside above the Sicomac and Cedar Hill Avenue intersection.

The originally scheduled Zoning Board hearing on September 23 was postponed since the applicant requested Bergen County complete their study of the modification of the Sicomac and Cedar Hill Ave. intersection.

Some details from the environmental impact study prepared by Maser Consulting P.A.:
1. Several variances are sought including “disturbance of steep slope, building setbacks, and allowances for larger building square footage”.
2. The environmental report cites the “unavoidable and adverse environmental impact, as a result of the development, include impacts to topography, steep slopes, mature vegetation, wildlife habitat and potential open space”.
3. Storm water management plan is required. “High water table may be present throughout the property”.
4. “The development will also include both exterior and sub-surface parking totaling approximately 421 parking stalls as well as a new entrance from Sicomac Ave. and Goffle Hill Road.”
5. “10.27 acres of impervious surface will cover the property” or about 50% of the undeveloped portion of the lot.

The application included a partial view of the development from Cedar Hill/Sicomac Avenues. We saw no reference to the impact on Wyckoff’s affordable housing plan given the increase in market rate units and increase in employment for Wyckoff.

Friends of Wyckoff will keep you informed of important dates as the hearings are scheduled. We anticipate special meetings to be scheduled based upon the complexity of the application. Don Torino, Birdscaping consultant for Wild Birds Unlimited in Paramus, will present how to attract area birds and set up your Backyard Wildlife Habitat on September 30 at the Larkin House in Wyckoff. Don’s recommended feeders, food, and plants will help attract the birds you want to see in your yard. Don has designed and helped establish over 300 backyard and schoolyard Wildlife Habitats around the Bergen County area. He has also trained habitat stewards for National Wildlife Federation and is the education Chairperson for the Bergen County Audubon Society. The presentation begins at 7:30 and is sponsored by Friends of Wyckoff. Refreshments will be served and school-age children are welcome.
